Built on land donated by the Earl of Plymouth, the building is roughcast rendered and painted over a brown glazed brick plinth. A Grade II listed building in Arts and Crafts style, its façade forms part of a continuous frontage along Victoria Road with shops to either side. The upper storey has a row of seven small pane casement windows with a small round window to left, and a parapet above. The central main entrance is set in a low round arch flanked by Ionic columns with exaggerated capitals. The entrance arch is flanked by two taller arches.

The vestibule has panelled side walls with oval mirrors leading to the entrance hall, which has been modernised (additions of apparent 1960s/70s origin). The foyer is small, with bar and cloakroom facilities but no box office.

The auditorium is rectangular with flat floor and no fixed seating. It has a broad coved ceiling, with two central ventilators with moulded architraves. The balcony has stepped seating rows, again with loose seating, and the side walls have four round-arched bays forming theatre boxes, with bulbous balcony fronts.

Backstage are three good-sized dressing rooms. The stage house unusually follows an half-octagon plan, although there appear to be no external site constraints to explain this. The arrangement leads to some limitations on the stage, with no wing space, and no access or egress for performers stage right.

The original proscenium was arched but has since been modified by the addition of a rectangular opening and stage extension approximately 9ft forward of the original, which is now painted out black. There is no orchestra pit, and events requiring orchestra house the musicians on the floor of the auditorium between stage and audience.

Built as a theatre, the building is now described as a 'community hall', and serves multiple uses for the town community.
